Are these grants given only to the people within the suburb who apply eg. 20 people all get PV panels free of charge? Or is the grant distributed equally between all 15 000 of us?

Thanks very much. On the Choice website it seemed to indicate it was almost better to look at decreasing electrical usage (and keeping current systems in place) rather than installing solar panels.
