The Coalition is committed to addressing the disparity in health services between metropolitan and regional areas.
The Coalition recognises that one of the most significant obstacles to medical care in regional areas is a shortage of medical staff. We will encourage medical professionals to relocate to areas of workforce shortage.
To increase the size of the regional health workforce and to provide regional patients with access to quality healthcare a Coalition Government will:
1. Double the number of Medical Rural Bonded Scholarships
The Coalition will double the number of bonded scholarships under the Medical Rural Bonded Scholarships scheme from 100 to 200.
2. Create 100 scholarships for regional Nurse Practitioners
The Coalition will increase the scholarships available for registered nurses in regional and remote areas to pursue qualifications to become Nurse Practitioners. The Coalition will fully fund 100 university places for nurses working in regional areas to undertake their training.
3. Pay a $10000 annual bonus to Nurse Practitioners who practice in regional towns with no resident medical practitioner
The Coalition will introduce an annual $10000 bonus to Nurse Practitioners who choose to practice in remote regional towns.
4. Pilot a bonded scholarship scheme for rural and regional dentists
The Coalition will pilot a rural bonded scholarships scheme for dentists. 20 scholarships will be offered on similar terms to the Medical Rural Bonded Scholarships programme for a period of four years.

The Coalition’s Plan for Real Action on Hospitals and Nursing will:
1. Develop a community-controlled public hospital system
The Coalition will develop a community-controlled public hospital system by transferring managerial decision making from centralised bureaucracies to community boards. The Coalition will provide $90.7 million over four years towards the establishment and operation of the community-controlled hospital system.
2. Provide a transparent and sustainable funding model
The Coalition will commit the Federal Government to fund a set proportion of the efficient cost of public hospital services. There will be no complicated bureaucratic clawback of GST as proposed by the Rudd-Gillard Government. The Coalition will support a transition to casemix funding for the commencement of the new funding model. Rural and small hospitals will receive appropriate loadings and block grants to ensure their ongoing viability. Teaching hospitals will also receive loadings to reflect the added responsibilities of their staff and infrastructure needs. The funding model will also cover research in public hospitals and the user cost of capital.
3. Fund 2800 new public beds
Over four years the Coalition will directly fund 2800 new public hospital beds to relieve pressure on our public hospitals. The Coalition will commit $3.1 billion to this measure.
4. Establish a major ‘Nursing Professional Development’ Fund
The Coalition will provide $150 million to establish a major new fund to assist nurses to pursue important professional development opportunities and support clinical best-practice in our health and hospital systems.
5. Create 100 additional scholarships for rural and regional Nurse Practitioners
The Coalition will increase the scholarships available for registered nurses in rural and regional areas to pursue qualifications to become Nurse Practitioners. The Coalition will fully fund 100 university places for nurses working in regional areas to undertake their training.
6. Pay annual bonuses to Nurse Practitioners in regional towns
The Coalition will introduce an annual $10000 bonus to Nurse Practitioners who choose to practice in remote regional towns that have no resident medical practitioner.
7. Invest in Health and Medical Research
The Coalition will provide $200 million over four years in additional funding for leading-edge health and medical research. This commitment builds on the Coalition’s earlier announcement to provide $35 million over four years to establish a Clinical Trial Network for Type 1 diabetes research.
8. Improve transparency of health and hospital costs by strengthening Informed Financial Consent
The Coalition will commit $2 million towards an information and compliance campaign to improve rates of Informed Financial Consent co-funded with the private health industry.

1. Fund more after-hours GP services
The Coalition will invest $165 million to increase after-hours Medicare rebates and retain and

2. Support family GPs to provide better chronic and complex care
The Coalition will commit $350 million to increase Medicare rebates for longer consultations.
The Coalition will also reduce red tape for doctors by simplifying GP management plans team
care arrangements and referral processes for allied health services.
3. Invest in Medicare rebates for practice nurses
The Coalition will commit $115 million to increase and expand Medicare rebates for practice
nurses. Unlike Labor the Coalition will continue Medicare fee for service for practice nurses.
4. Improve timeliness of diagnosis and treatment
The Coalition will provide $3 million for a clinical best practice GP referral process for Magnetic
Resonance Imaging (MRI) services.
5. Develop existing family GP practices
The Coalition will provide $200 million for grants to existing GP practices to develop infrastructure
for training and teaching rooms accommodating additional doctors expansion of integrated
allied health services and multidisciplinary care and extension of after-hours opening times.
