No government can prudently govern a complex modern economy unless it has a clear conception of what it is possible to do with what broad consequences at what cost and with what combination of effects intended and unintended alike.

Does a policy tend towards providing the largest share of the population with a wider range of life options better access to national and civic life a greater sense of independence and autonomy as social actors a greater freedom to be what they wish to be?
