It was a joint decision of both Queensland and the Federal Government based on economics for Queensland not to purchase disaster insurance.
Queensland is a natural disaster insurance risk and sometimes these events are too expensive and too probable to be cost-effectively insures.
So both the governments decided that the best way was t ospread the risk across a larger slice of the Australian community.
