The most basic question to ask about a carbon tax is: will it work? That is will it head us towards a less carbon-intensive economy or will the overriding effect be that of too much revenue returned as compensation cum incentive to pollute.
Surely the most important questions to be asked about the proposed carbon tax are these: how much will it reduce the Earth’s temperature and at what cost?
