Our public policy planners are clearly struggling to get it right ahead of time and having to revise and learn from the catastrophes and set higher and higher standards and limits.
We do need to prepare for the inevitable floods cyclones droughts and deep freezes (in the Northern hemisphere) we know will surely come.
Good evidence should be published.
We also need to understand climate and weather well.
