The Qld. Competition Authority (QCA) is inviting public comment regarding the terms of reference for price monitoring of water and wastewater charges in S.E.Qld. These terms of reference presently prevent QCA from investigating the bulk water charges developed by Qld. Water Commission and endorsed by the Minister for Natural Resources.
This action of the Qld. Government limiting investigative powers of the QCA is counter to monopoly service pricing principles set out in the NWI’s Regulatory Prices Principles accepted by the Government under National Competition Policy water reforms in 2004.
Public comment is due 31 August. I am happy to provide further background information if this governance issue is of interest.
