Quite similar to the governance complexity is the ownership structures of businesses. What we see with businesses that may look local is often they are part of a much bigger structure and completely subject to corporate policies and procedures.
This can mean things like a local manager of a business not being able to speak freely with say local media without the approval of their corporate managers.
