Jasper Milligan Queensland Rail’s Asset Manager for the ‘under-the-train’ assets such as rails sleepers crossings… gave this presentation to community representatives Stephen David Kevin and Anne.

When it comes to maintenance there is dumb maintenance (fix on fail) or world’s best (fix on design)which is what Queensland Rail aims for.

Queensland Rail has two big system approaches to asset management:

[ul]Scheduled Corridor Access System SCAS
Enterprise Asset Management System EAMS[/ul]

Every time the rail system is closed down they call it a SCAS. While a SCAS can happen for an emergency mostly they are part of a thoroughly planned process of maintenance and checking the tracks routinely.

There are 7 rail zones and they aim for 4 shutdowns per year per zone.

With the shutdowns they are aiming for clear separation between trains and maintenance staff.

They are very deliberate in their planning to ensure that when tracks are closed the maintenance staff are there on the tracks working.

They do
[ul]Root Cause Analysis (“That broke. How do we make sure it never happens again” No tolerance of repeat failures.)

They have Level Crossing Cameras and they do collision analysis and improvement strategies.

If you drive through the boom gates Queensland Rail will move heaven and earth to recover the costs of the damage you do. You could be up for $30000-$40000 for damage to boom gates.

They have a system to watch for rails buckling in the heat. When it gets over 36degrees buckling starts to happen. The rails can be 60-70degrees when the temperature is 36degrees.

Every 72 hours the standards require all of Queensland’s rail tracks to be checked. There are 46 people walking the whole of the tracks every 3 days looking for problems!
