Mandated minimum nurse-to-patient ratios seem to be one key to good healthcare. There also need to be checks in place to ensure they are not manipulated by replacing registered and enrolled nurses with assistand delaying nurse and midwife recruitment to meet budgets or refusing to replace nurses and midwives who are on leave.
