Kevin Rudd’s proposed ETS allowed businesses to buy emissions credits generated more cheaply offshore – buying foreign permits to pollute rather than stopping polluting here in Australia.
The currently proposed carbon price would not allow this in the first 3-5 years. Under this proposal Australia must do some of the decarbonising work directly here in Australia rather than paying people overseas to do some of our share for us.
