Bureaucracy(public service) is supposed to be a rational planned organization to maximize efficiency and productivity but in history there are examples of it being a tradition where officials regulate a subject population in the interests of the overlord.
For us in Australia and The Grove it is possible to think of it operating in both ways fortunately more the former than the latter but there are disturbing signs that the latter is emerging more.
